I'd say at least 40% of Nonoba is full of alts. 20% of that 40% are MBs alts, yes. Therefore, Nonoba would decrease their monthly, weekly, or even annually members.
It's too easy to change your IP, even a 10 year old could do it.

I think that the benefits do not outweigh the "cost".

If your main objective here is to limit trolls- like other users have said, there are these neat little things called proxies. And like other users have said, high population areas would have issues. Some people don't have internets at home, so they can't make accounts there. People at internet Cafes, schools, and libraries would be shafted for the misconduct of a few trolls, that can easily find a workaround.

Plus, what if you wanted a new account, but have 3 alts? Delete one? The administrators would have to find some way to take names off the "list" that have been deleted. Sounds like a pain in the rear.

Even if a system like that were implemented, trolls could simply... create an alt, get into the chat, delete the alt, and still troll and make more accounts.
